It would esen appropriat and convenient that

the arrangement should be brought about under the auspices of the League of Nations; and the preliminary inquiries and negotiations might be entrusted, in the first instance, to the representatives of the interested Powers on the Opium Advisory Committee, with such technical assistance as might

be considered necessary.

The fact of this proposal, it seems to me, would be that we should be provided with a consistent policy for our own Possessions which would be recognized by the League, and would not be open to outside attack, and which could also be applied by the British and Indian Governments in dealing

delicate with the whole question of the supply of Indian Opium to Japan, French Indo-China, etc.

I shall be very glad to know what your views on this suggestion are; but perhaps, in the first instance, would like to talk it over.
